The police department says that a hard core

It would ask judges to sentence repeat gun offenders at the higher end of the three-year to 14-year guideline range. "The last thing Im looking to do is lock someone up based on the color of their skin or where they live. "Illinois can be a real trend-setter here," said state representative Michael Zalewski, a Democrat who supports the measure."The idea that this is the premier solution that people are talking about, for me, is just so disappointing." But officials admit that tougher gun laws cannot fix the deeper problems at the root of the violence.Chicago -- the Midwestern stomping grounds of Al Capone, the ruthless mobster who left a trail of blood in the Roaring 1920s -- is grappling once again with a gun violence problem and a soaring murder rate. Another reason is that this latest sentencing law would not impose strict mandatory minimums, something legislators and gun-rights advocates have opposed."The new draft bill is headed for the Illinois state legislature in the next few weeks, where there are indications of bipartisan support.

"I want our focus to be on individuals that we know are driving the violence on the streets," he said."But the housing crisis and Great Recession took a toll on the streets around her, where there are now a number of abandoned homes. The city is on track to end 2016 with the most killings since 1998. Life was not always this way. When she hears the sounds of gunshots, she says, she and her children drop to the floor inside their home, just in case a stray bullet pierces the walls.Despite a tough national climate for passing gun control measures, the bills authors are hopeful that Illinois will be different. Alicia Means, 42, lives in the struggling Marquette Park neighborhood on the citys southwest side.Republican state lawmaker Michael Connelly has also offered cautious support, saying, "We have to do something. There have been more than 670 murders in Chicago from January to mid-November, according to police -- a 56 per cent jump in just one year. But he said that longer jail terms are not the answer for predominantly African-American communities that "have faced longer and longer sentences in every crime imaginable. "Change has been mainly no employment, no resources, people losing their Wheel lighters homes. All of a sudden, a deafening scream pierces the silence: the mans family has just learned he has been declared dead at the hospital."You could reduce the violence in the city by 40 percent just by keeping people in jail for crimes they have committed. People cared about other peoples children."As a Chicagoan, Im ashamed, because we could do better.

"I have seen too many lives torn apart."Mr Johnson, the citys police Chief, who is black, insists he understands the pitfalls.. Judges who hand down lighter sentences would need to offer a written explanation of their reasoning."Mr Johnson and his state lawmaker allies want to reduce the number of shootings by stiffening jail sentences for those repeatedly arrested for gun offenses.. A 21-year-old man has been shot outside his home.""Theres a kind of tone-deafness about it," he said..Chicago: On a recent evening on Chicagos southwest side, an all-too-familiar scene unfolds: within sight of the Windy Citys iconic downtown high-rises, dozens of police officers swarm.". "There are a lot of reasons why there is violence in what is a fairly concentrated part of the city," Mr Kotlowitz said, citing historic, socio-economic factors and trauma from past bloodshed. On Friday night, the grandson of Illinois congressman Danny Davis was fatally shot in the head -- over a pair of shoes, police said. Alex Kotlowitz has heard all of this before, having spent decades studying Chicagos economically-challenged neighborhoods.

One reason is that the states Republican governor Bruce Rauner has already agreed to tougher gun laws. The police department says that a hard core of 1,400 recidivist gun offenders -- many of them gang members or drug dealers -- are fueling much of the violence.Earlier this year, he signed a bill to increase penalties for gun trafficking from nearby Wisconsin and Indiana -- border states with more permissive gun laws. no way to pay their bills," Ms Means said. "Were beyond frustrated," said Anthony Guglielmi, a police department spokesperson. His book There Are No Children Here takes an unblinking look at growing up poor in Chicago. Too many parents lose a child," Chicagos police Chief Eddie Johnson said at a recent public forum. Growing up, she said her neighborhood was "nice and clean. The nations third largest city is struggling to figure out how to stem the free flow of bullets and blood, and is hoping new, tougher gun laws are the answer

Martins says this means its likely that people

The disappointing news about ghrelin is that the level does not adjust over time. The difference in the amount of food is about 400 calories - the amount of a good breakfast or four bananas," says Martins.-Obesity should be treated as a chronic disease"Its important to know which physiological mechanisms resist weight loss. Thats the way we have to work with obesity as well.-Hunger hormone increases when dietingWhen we lose weight, the stomach releases greater amounts of a hormone called ghrelin. The study shows that the level of ghrelin in the study participants remained high throughout the two years. Patients also received nutritional education and had conversations with psychologists. All of this makes it difficult to maintain the new lower weight," says Martins.-Two out of ten manage to keep weight down after programAccording to Martins, most people with obesity are able to lose weight, even on their own, but research shows that only 20 per cent manage to maintain the new lower weight.

"Someone who has weighed 80 kilos their whole life can eat more than a person who is 80 kilos after losing weight. The study has been published in the American Journal of Physiology, Endrocrinology and Metabolism.Participants lost an average of 11 kilos after two years. One of these is a hormone. People can lose motivation and have trouble following the diet and exercise advice.-The body resists dietingOn to the other mechanism: the bodys ability to conserve.. Just to be on the safe side. This format was repeated approximately every six months."Everyone has this hormone, but if youve been overweight and then lose weight, the hormone level increases," says Martins. We have to stop treating it as a short-term illness by giving patients some support and help, and then just letting them fend for themselves," says Martins. The study studied appetite in patients who participated in a comprehensive 2-year weight loss program, and found clues as to why maintaining weight loss long term is so difficult.According to the study, the feeling of satiety after a meal also increased, but the feeling of hunger increased more.In other words, people who have lost weight need less energy to maintain their new and lighter bodies.

"A person whos been very obese has needed more energy just to breathe, sleep, digest food or walk.-Gold standard obesity treatment"We gave 34 patients with morbid obesity the gold standard in obesity treatment over a period of two years," said Catia Martins, an associate professor in the Norwegian University of Science and Technologys (NTNU) Department of Clinical and Molecular Medicine.C.For example, Martins says, a person with type 2 diabetes receives a lot of help and close Wheel lighters Manufacturers follow-up over time. The second is the bodys ability to conserve energy. They were first admitted for three weeks at a treatment centre that specialized in addressing obesity, where they had to exercise regularly and undergo different tests. The key appears to be in the balance between hunger and satiety hormones in people who have lost a lot of weight. When the body loses weight, less energy is needed for these basic functions, simply because the body is lighter," says Martins.

Martins says this means its likely that people who have been overweight will have to deal with increased hunger pangs for the rest of their lives.First, lets consider the hormone. And yet they feel hungrier, because the body is trying to get that weight back. Of course there are individual differences.Patients started out weighing 125 kilograms on average."Obesity is a daily struggle for the rest of ones life. From a purely biological perspective, two factors are at play: human evolution and the bodys ability to ensure its survival. Otherwise, it can be very difficult to keep your weight down on your own. Some people also go into saving mode. In the first three weeks they lost roughly five kilos.: On a weight loss mission but feeling hungrier after losing those extra pounds?A recent study has shed light on why it can be so hard for you to maintain a healthy weight after substantial weight loss.Washington D.She believes that obesity needs to be handled as a chronic disease in line with other chronic illnesses. But everyone was also hungrier than when they started. After two years all the study participants had lost weight. This hormone makes us feel hungry

I should take some tips from Nehra

However, host Sathaye began to dig further and enquired rather cheekily if the southpaw had given any advice to Sehwag."End of the day he was the ‘Gyan Baba’, he was advising Ganguly also," Sehwag said with a huge laugh."Fast bowling in the sub-continent is very tough. I think it just somehow started like that. The 37-year-old veteran who was a fighter on the field said sledging had to be a part of the game. Maybe I can’t stop myself but going up to bowlers and always giving them advice, that’s how it came into existence I think," Zaheer added with a grin. I got hope to train for IPL," Zaheer said during a promotional here on Thursday. "Getting married is not tough. With 610 international wickets, Zaheer finished as one of India's most successful bowlers, being the fourth-highest wicket-taker for India across formats.Former India pace spearhead Hose igniter Zaheer Khan believes Nehra, who made a raging comeback to the Mahendra Singh Dhoni-led side after five years, is doing a brilliant job.Zaheer and his 2011 World Cup teammate Virender Sehwag have been roped in as guests for a celebrity chat show ‘What The Duck’ by cricket humorist Vikram Sathaye. So many girls were following you and you didn’t pick one " Sehwag asked. All credit goes to him and because of that I was able to score 8000 (exact 8568 runs) Test runs," Sehwag was quick to comment.

The former India pace machine today is also a reputed businessman being the owner of a chain of restaurants and gyms."You’re the only one who could give attention to these kind of things," Zaheer said. When I was playing on the field, I always used to find ways of disrupting the batsman’s concentration for those 30 seconds when he bats. When enquired on what could be the reason for starting both diametrically opposite ventures, Zaheer saw the lighter side to it. That way I ended up picking wickets," he said. So I thought I better run after the wicket and bowl," he added. The chat was getting serious and Sathaye unearthed an interesting fact that makes Zaheer the only cricketer who got retired before marriage. It was either bowling or getting married, having kids and running after them."I was too focussed on the game," Zaheer answered."Sledging always doesn’t mean that you have to go and use bad words.

He has motivated me to train. When he does that you give yourself a better chance. I knew I could focus on only one thing at a time. It’s not easy to comeback at this stage in the career and he’s doing well which is amazing..Mumbai: If India are on a great run in the shortest format of cricket winning nine out of the 10 T20Is they played, a lot of credit has to be given to the bowlers and in particular, veteran Ashish Nehra, whose comeback has been most talked about in cricketing circles."It’s a great strategy.Sathaye, also present in the event, set the ball rolling for the former India cricketers and asked Zaheer why is he called the ‘Gyan Baba’ of the Indian team "There’s no particular reason for me being called ‘Gyan Baba’.

"I should take some tips from Nehra on how to survive for so long. You first give them food, make sure it’s rich, they become nice and plum and then you tell them, now you have to work out so get in the gym," Zaheer said, adding that retirement from the game was the reason he could smile so much.Sehwag, who is also known for his humour then decided to pick on his former teammate."He’s the one who advised Sourav Ganguly to let me open the innings.Former pacer lauds old friend for making a comeback in MS Dhoni’s team

A huge wall pasted with newspapers in Chinese

Avoid it unless it’s the only thing you want to eat. Newest kid-on-the-block Mibonasa makes a stylish entry into the South East Asian dining space. The myriad sauces do enhance the taste of whatever comes from the kitchen. We quite liked the sweet flavour, but not the eggy aftertaste. An experience at Mibonasa is like taking a gastronomic tour of South East Asia while not even leaving city limits. We chose the spicy Seoul chicken and some steamed rice to go with it. By this time we were so stuffed, we had to take a walk along the happening Palm Beach Road to make some space for the main course (yes we wanted to try that too). The Japanese Salad (Rs 260), loaded with avocado, lettuce, chillies can be heavy and the wasabi dressing shoots up through the nose. The Spicy Crabmeat Soup (Rs 320) was lighter, with lots of coriander, egg and fresh shredded crabmeat. The duck dimsum was juicy, but nothing spectacular to write home about. Give it a try!Rating: **1/2; Cost: Rs 2,000 for twoAddress.

No. We started our meal with the Tender Coconut Soup (Rs 260), which was rich, creamy and full of diced carrot, tofu, broccoli, chicken and a faint fragrance of lemongrass. Delicacies from Thailand, Myanmar, Bhutan, usual suspects street food like the Singaporean Laksa, Burmese Khao Seuy, Indonesian Nasi Goreng and Mee Goreng all find a place of pride on the menu. The classy décor extends to the exhaustive menu supported by a wooden back.

The excited chef had us try the Chicken Zato, a dish with a crispy nest-like outer cover, stuffed with spiced chicken. With the influx of foreign nationals, specialty restaurants serving local delicacies have also cropped up in the area. A small flight of stairs leads to a spacious, yet dimly-lit Mibonasa, complete with filament bulbs hanging from the ceiling and seating for all sizes of groups.Expats have slowly descended on Navi Mumbai, calling it home for the past few years now. The prominent fishy taste of prawns didn’t quite make the cut for us, Straight into the lighters for sale while the Chicken Tibetan was lightly spiced and the comforting taste made us happy. We tried the non-veg dimsum platter which came with two each of the Prawn Hargao, Chicken Tibetan and Smoked Ducked dimsums. Juliennes of green apple, spices, olives, and tender, juicy pork stuffed in transparent rice rolls were a burst of flavours with every bite and we couldn’t stop gushing about it.3, Sector 19, Palm Beach Road, Sanpada, Navi Mumbai. Both these were not on the menu. What we did love was the Steamed Roasted Pork Rice Rolls (Rs 370). Though we really wish they go easy on the use of lemongrass in every dish.

A huge wall pasted with newspapers in Chinese fonts, with Asian street scenes casually sketched in black oil paint cannot be missed for its hustle and bustle. The Prawn Cakes had an overpowering taste of lemongrass, and we were happy to let it pass after just a bite. The rice balances the hot curry full of tender strips of chicken, cooked in red sauce and lots of chillies

Things are much the same inside as well

But don’t worry, we’ll soon be bringing you a full review of the 1.8 turbo petrol.4 petrol with a 6-speed manual.0 diesel with the 6-speed manual and a 1.. Honestly, putting that 1. It’s all beautifully laid out and you get the impression that the engineers Electronic lighters Manufacturers who did the interiors weren’t allowed to go on their lunch break until they got everything right.

If I could, I’d shake every one of their hands because the balance between ride and handling is just sublime. And it’s a bit worse in the petrol.4 petrol.4 petrol engine in this car is like putting Justin Bieber’s heart into Arnold Schwarzenegger and hoping for the best with two crossed fingers. The Octavia’s got what it takes to even worry Audi’s forthcoming A3, Merc’s A Class and BMW’s 1 Series.First, the diesel DSG. I also spent some quality time with two of its four drivetrain variants — the 2. This drivetrain is essentially carried over from the VW Jetta. But what about competition Chevy’s Cruze VW’s Jetta Toyota’s Corolla Honda’s hopeless Accord Not a chance. It’s clean, sophisticated and full of purpose. Suffice to say that it won’t leave you wanting. At low speeds, with the windows up, you can’t tell when it’s shifting gear. And the turbo lag means that you have to keep working away at the gearbox to keep it in the power band.

It is, visually, the quintessential European mid-sized saloon. This, ladies and gentlemen, is the brand new Skoda Octavia. And as speeds build, you’ll find that you don’t need to stamp on the throttle to get more power — just a gentle squeeze will bring on a smooth downshift, albeit in a second or two. It never feels underpowered unless you’re driving like a complete mental. Things are much the same inside as well. There’s also a 2.0 diesel with a 6-speed DSG and the 1. You turn it on, slot it in D and away you go. I speak this quietly but it has the build quality of an Audi. Also, I stalled the petrol quite a lot. And as you can see, it is as handsome as a car can be.

It puts out 140bhp, 250Nm of torque and you get a slick 6-speed manual to play with. The only criticism I have of the diesel DSG is that the steering could have been heavier. On to the 1. This time, I’ll leave the figures aside because this drivetrain is about more than its numbers would suggest. Being a small petrol means that the front end is lighter than the diesel. The high-end Elegance gets a sunroof, LED daytime running lamps and many more features. The chassis and suspension engineers must finally be allowed to go on their break because they’ve done an absolute stellar job.8 petrol with a 7-speed DSG. This also means that, by default, the steering is lighter.. provided Skoda get the pricing right. The term ‘easy to drive,’ was certainly coined for this car

The two things trending in the smart

We tried taking few shots during the day with more light, as well as in the dark -- and the light sensor was effective in adjusting the pictures. The rear camera with 8 megapixels resolution is a decent performer with standard modes like panorama, HDR, night, etc. The internal memory of 16GB is expandable up to 128GB.4 GHz, Octa-Core Snapdragon 430 processor with 2GB RAM.Rating: The two things trending in the smart-phone market these days are design and camera. This device has triple card slots, which means you can have dual-SIMs as well as a memory card. This is another feature we like: it doesn’t restrict the user who can opt for either more memory or an extra SIM.

Vivo has joined the trend, by Wholesale Electronic lighters combining these two features in its new handset, Y55L, an upgraded version of the VIVO Y51L. It is a neat looking device with a unibody design and curved screen. While most phones are getting bigger and bulkier these days, Vivo has maintained a comfortable and lighter design for the Y55L. The night selfies were less blurred and the day selfies weren’t too white or cloudy even with the flash on. More often than not, they combine to create a selfie camera.2-inch screen device could easily fit in your pocket. It will be available from October 10 for Rs 12,980. With 7.The Y55L is powered by a 1.

The Y55L comes with HD (1280×720) resolution.5mm thickness and 142 grams weight, it doesn’t feel heavy and has a good grip. The 5. Earlier this year, the company had introduced its split screen feature which allows you to multitask with by opening two apps side by side: you can watch a video as well as reply to a message at the same time.0. It runs on Vivo’s Funtouch OS 2. This feature might interest an avid e-book reader or those who continuously watch videos on their phones. Our final verdict on the Vivo Y55L— it is a fairly priced device with an interesting spec sheet.Vivo has incorporated a front screen flash to its 5 megapixels front camera. There’s an eye protection mode that prevents eye strain by filtering the blue light. The only thing that disappoints us is the camera resolution, which could have been higher and helped in taking better selfies. It comes with a smart light sensor to automatically detect the ambient light and adjust the screen brightness.6, based on Android 6. The 4G VoLTE-enabled device comes with a 2650mAh battery.—IndiaTechOnline. The Y55L also comes with it and we think it is a really useful feature

That would have made the Targus Dock

What is the use of an ultra-light notebook or tablet if you can’t connect an external display or project a movie or a presentation, or if you can’t tap into a broadband connection using an ethernet connection (always faster and more reliable than WiFi) Yet the average portable computer tends to flaunt its super light tag by doing away with the good old VGA port or the gigabit ethernet connection. It may not be able to replace all your cables, but it will sharply reduce the chances of you discovering that you can’t get hotel internet or make a critical presentation because there is a cable mismatch.. It offers a full slate of ports.

To make Goods and Services Tax

While in the case China lighters Suppliers of service tax, there is a provision of arrest for non-deposit of the tax beyond Rs 50 lakh with the government, the excise law gives the Commissioner discretion to invoke arrest provision in the case of default."To start with, there should be lighter penal provision for offences for at least two years as GST is a new tax regime and traders would need time to understand the law," Jain said. The GST Council, at its last meeting, has decided that the provision of arrest will be restricted to forgery and non- deposit of collected taxes with the exchequer within the stipulated timeframe.

Under the IPC 1860, forgery and cheating are non- bailable offence, which means that bail can only be granted by a court. Most other offences like availing of wrong input tax credit or refund and failure to furnish documents, which were earlier listed in the revised draft GST law for prosecution, will not lead to arrest but may attract only financial penalty.

To make Goods and Services Tax (GST) regime less onerous, the Centre and states have decided to water down the penal provisions to ensure a trader gets immediate bail if the alleged tax evasion is up to Rs 2 crore."In case of offences where the amount does not exceed Rs 2 crore, the person arrested for violation of GST laws will be entitled to bail," an official said, adding that the penal provisions in the GST will be less onerous than the provision in the Indian Penal Code (IPC) for the same type of offences.PwC Leader (indirect tax) Pratik Jain said the arrest provisions as per the revised model GST law may lead to undue harassment for traders
